Well, it's simple. We need an Urban Transportation Czar. He could form a whole new agency just to teach kids to drive correctly and to only drive government produced econo-cars. Let's all hooooope for that chaaange.

In all seriousness, the best thing "they" could do would be change the speed limit from Hess to the four lane to 40 MPH. With a side road every couple hundred feet, some on near blind curves, 50 is too fast. Droppin' it 10 would cut down on accidents in general, and probably stop the fatals.
The ETA difference between 50 and 40 in 2 miles is next to nill.
